Kinetiq Political Insights (KPI) Partners With CivicScience to Bring Real-Time Declared Voter Data to Campaign Targeting

The partnership helps political campaigns build audiences using real-time, large-scale polling rather than modeled assumptions.

PHILADELPHIA and PITTSBURGH, PA — August 5, 2026 — Kinetiq Political Insights (KPI), the political ad-intelligence platform built by National Media Insights and Kinetiq, today announced a data partnership with CivicScience, the real-time consumer-insights company. The partnership brings CivicScience’s declared-intent polling data directly into KPI’s political data layer, integrating more than 10,000 always-on survey questions and over one million daily responses to anchor audience targeting in fresh, first-party signals at a moment when the identifiers most of the industry relies on are disappearing.

The problem is quiet, expensive, and getting worse. Browser privacy changes and reduced mobile identifiers have steadily eroded many of the signals advertisers once relied on for audience targeting. As those signals fade, political targeting increasingly runs on what the trade calls modeled-on-modeled data: lookalike audiences trained on other models, built from segments that were fresh a cycle or two ago and have been drifting from the truth ever since. With KPI projecting $10.4 billion in political advertising spend during the 2026 midterm cycle, campaigns are paying premium rates to reach audiences defined by decaying data and often cannot see the decay happening.

CivicScience offers a different kind of model: people, on the record, right now. Through a network of more than 10,000 always-on survey questions embedded across premium publisher content, the company collects more than one million responses each day from a base of 165 million U.S. consumer profiles. The result is a declared signal, what voters say about the issues, candidates, and choices in front of them, refreshed every day rather than inferred from behavior that happened months ago.

KPI is built to run on that kind of signal. The platform already detects roughly 1.5 million ad airings a day across more than 1,400 channels and all 210 U.S. media markets, pairing every occurrence with FCC-verified spend, an AI-generated transcript, and the actual creative. Its audience framework reads every person three ways: what they state on the record, what they express through behavior, and who they are associated with.

CivicScience strengthens the first of those reads, the declared layer, and keeps it current. It also lets campaigns commission custom questions to known audiences on demand, fielding a real question per campaign instead of renting a static segment and hoping it still holds.

“Political targeting has quietly become a game of telephone. We build a model off another model, off a segment that was fresh two years ago, and by Election Day we are aiming at a ghost,” said Adam Wise, Chief Strategy Officer at National Media Insights. “CivicScience breaks that loop. It is real people telling us what they think today, at a scale no tracking poll can match. Our rule at KPI has always been simple: don’t model the audience, find it. This is how we find it.”

“Every week, millions of Americans answer our questions in the moment they are forming an opinion, that is the freshest signal in the market, and it is declared, not inferred,” said Alex DeSanctis, Chief Revenue Officer of CivicScience. “Bringing it into KPI’s political data layer means campaigns can build audiences on what voters actually say, at a time when almost everything else in ad tech is guessing.”

The value of the partnership is clear. By combining declared voter opinions with behavioral and media intelligence, campaigns gain a more current and accurate view of the audiences they want to reach. It is a fresher input, not a claim about any single ad’s effect. That distinction is exactly the point: better targeting begins with better signal, and the fastest-decaying part of the modern media stack is the audience data itself.
